That local office handles pretrial services and local community corrections, so reporting there does not by itself mean the person is on state parole.

District 39 should not be confused with the Rockingham-Harrisonburg Court Services Unit. Court Services runs local pretrial and community-corrections programs and lists a separate local contact. Rockingham County Supervision Terms

Rockingham County Absconder Status
An absconder label means the agency alleges a person cannot be located or has stopped complying with supervision. It is not a new conviction. Mail After Rockingham County Release
R/H Regional Jail has a distinct mail rule after release. A former inmate can request digital copies of scanned mail by emailing the official jail mail address and providing the full name, inmate ID, and a reply email for verification. Incoming mail is returned to sender after either release or transfer.
That rule creates a useful aftercare channel, but it cannot prove community release. Returned mail may mean the person left the Liberty Street jail for Middle River Regional Jail, VADOC, or another custodian. Confirm the custody outcome separately before treating the mail event as a discharge.
Rockingham County Supervision Discharge
Successful completion ends active supervision. Once that happens, the person may disappear from the VADOC locator because its stated scope is current custody and active supervision. A missing result therefore has more than one possible cause. It can reflect final discharge, spelling, system lag, a local-only matter, or a record that now requires a different request path.
Strong confirmation comes from the supervising office’s discharge record, the sentencing court when the end of supervision appears there, or VADOC’s inactive-offender records route.
